የፌድራሊዝም መፈንቀለ መንግስት መልኮች ( Ayele Addis ) የፌድራሊዝም መፈንቀለ መንግስት ማለት የማዕከላዊ መንግስትህን መልክ እየቀያየርክ በክልሎች ላይ ሲቻል ሰላማዊ ፣ ሳይቻል በሃይል መፈንቅለ መንግስት እያከናወንክ ህዝቡን መርጫ አልባ ምርጫ እንዲኖረው የምታስችልበት አዲስ ስርዓት ነው፡፡ በዚህም በሰላማዊ አካሃድ የፓርቲ ስም ታስቀይራለህ ፣ ማተብ ታሰበጥሳለህ ፣ እንቢ ካለ በሃይል ትገፈትረዋለህ፡፡ ይህ ሲሆን ግን ማዕከላዊ መንግስቱ በአንድ ሰውም ይሁን በቡድን በሚመራ አሰራር የተወሰነውን ክልል ስትራቴጅካዊ አጋር ሌላዊ ደግሞ ስትራቴጅካዊ ጠላት የማድረግ ሁለት እድል የመፈጠር አተያይ ግንዛቤ የሚወሰድበት አቋም ነው፡፡ በፌድራሊዝም የረጅም ጊዜ የስልጣን የመቆያ እድል ውስጥ የክልል ስልጣን በእጁ አዙር አጠራር ህዝባዊ ተቃውሞ እና ለውጥ ናፋቂ በሚል መፈንቀለ መንግስት የሚከናወነው አንደኛ ህዝቡን ከነበረበት የመፈራረጅ ፓለቲካ ወደ መፈራራት ኑሮ እንዲገባ በማስቻል ነው፡፡ በአጠቃላይ የክልላዊ መፈንቀለ መንግስት በፌድራልዝም ስርዓት ውስጥ ዋና ዋና ባህሪዎቹ ከጅምላ ፍረጃ (hasty generalization) ወደ ጅምላ ፍጅት እንድታመራ ሙሉ እድል ይፈጥራል፡፡ ከመፈራራት ወደ የሴራ መላምት (conspiracy theory) ፖለቲካ ውስጥ ህዝብን ይከታል፡፡ ለአብነት ሰላማዊ መፈንቅለ መንግስቶች በአማራ እና ኦሮምያ ክልሎች መልካቸውን ቀይረው የፓርቲ ስማቸውን ክደው ፣ ማተብ በጥሰው እስከመተሳሰር ደርሰዋል፡፡ በሶማሌ ክልል ደግሞ ፣ ፕሬዝዳንቱን ለእስር ፣ በመዳረግ መልኩን የቀየረ የፌድራሊዝም ክልላዊ መፈንቀለ መንግስት ተካውኗል፡፡ ሰዋዊነት ሰበዓዊነት ነው፡፡ ስንል በፌድራሊዝም ፖለቲካው ውስጥ የሚካሄዱ ክልል አቀፍ መፈንቅለ...
